If the University has no money, what
good will collective bargaining do?
Is there any real point to
collective bargaining in tight economic times? We think so.
Consider the following points.
Collective bargaining is even more important in tight economic times
when the budget priorities are critical -- as is the nontenure-track
faculty voice in negotiating them.
Without collective bargaining, we won't have the ability to evaluate
for ourselves the actual economic circumstances of the University --
or to help develop a constructive response to those circumstances.
Across the state our sister institutions that have collective
bargaining have been able to address a whole range of issues while
operating in the same fiscal environment as our University.
The IBHE recently directed the University to establish plans with
short- and long-term goals to improve the lot of nontenure-track
faculty. These plans are due before the IBHE by the year's end.
Who knows when (or if) these plans will be implemented, or if they
will include the improvements we seek?
Action #54 of Educating Illinois is to "develop a philosophy of
appropriate employment of nontenure-track faculty, carefully
considering the best ways to use such faculty across the
institution". The strategic plan is due to be completed by 2007.
What guarantee have we that the economic climate will be any better
at that time?
