Labor Board Rules in
Favor of NTT Voting Rights
3/26/03
The efforts and patience of NTTs has paid
off: The Illinois Educational Labor Relations Board issued its
decision on Monday March 26, and NTTs won on every point. Every NTT
will be able to vote!
Specifically:
-
Retirees who don't hold
emeritus status are included in the bargaining unit
-
Faculty associates who also
hold NTT contracts are included
-
APs and civil service
employees who hold NTT contracts are included
-
Off-campus student supervisors
are included
-
All part- and full-time NTTs
are included
ISU administrators worked
vigorously to prevent all or part of each of those groups from
voting. During hearings in Springfield on February 13, the
administration's witness, Vice Provost Sharon Stanford, argued that
the labor board should exclude each of those groups. Testimony from
the NTTFA's four witnesses (all NTTs) carried the day, and the judge
ruled in favor of inclusion.
Furthermore, the judge ruled
that the most inclusive group shall be allowed to vote under the
labor law’s "short term" limitation. ISU administrators argued that
only those who taught for the entire '01-'02 academic year and are
back teaching this semester should be allowed to vote (a small
group). The NTTFA argued that those teaching this academic year
('02-'03) in addition to those who taught last year should be
included. The judge ruled that the NTTFA's definition will stand.
The election date and time have
not yet been set, but the election will take place before the end of
the semester.
This is wonderful news for NTTs
at ISU and for the growing ranks of NTTs at universities across the
state.
